Affect

Affect verb - To act upon (a person or a person's feelings) so as to cause a response.

Snarl-up and affect are semantically related. In some cases you can replace phrase "Snarl-up" with "Affect", this terms are similar.

Snarl-up

Snarl-up noun - A number of vehicles blocking one another until they can scarcely move.
