Arrest verb - To take or keep under one's control by authority of law.
Usage example: the inept robber was promptly arrested by the off-duty policeman he had tried to hold up
Loose
Loose verb - To cause (a projectile) to be driven forward with force.

Supposedly he's under permanent house arrest and isn't allowed to leave his hideout, but considering he's still got tons of experiments going on and at least one running loose, this doesn't seem like it's that big of a hindrance to him.
