Block

Block verb - To close up so that no empty spaces remain.

Wall off and block are semantically related. In some cases you can use "Wall off" instead a verb "Block".

Wall off verb - To disallow entry into (a place) by means of a physical barrier at the entry point.
Usage example: big orange barrels walled off the highway exit
