Chang Ho from The Breaker, at first, appears to just be a random bully who really doesn't have a reason to harass the protagonist Shi Woon, going so far as to nearly make Shi Woon Driven to Suicide.
Source: Inferiority Superiority Complex - It is shown in Tommy's introduction, though: they go to harass the new kid, only for him to pull off an impromptu demonstration of his martial arts skills (never actually touching either bully), which causes them to run away in wide-eyed terror.

In Snowdrop, he gets very quickly pissed off by the Alpha Bitch filly who, as he says, serves no purpose aside from being a one-dimensional typical bully to harass the main character.
