Confer verb - To exchange viewpoints or seek advice for the purpose of finding a solution to a problem.
Usage example: my parents are going to confer with a financial adviser about saving for their retirement
Recommend and confer are semantically related in counsel topic. In some cases you can use "Recommend" instead a verb "Confer", when it comes to topics like advise.
