Enfranchised

Enfranchised adjective - Endowed with the rights of citizenship especially the right to vote.

Self-governed and enfranchised are semantically related. In some cases you can use "Self-governed" instead an adjective "Enfranchised".

Usage example: far beyond the reach of civil or military authorities, the settlers on the frontier were essentially self-governed
