Epigrammatic adjective - Marked by the use of few words to convey much information or meaning.
Usage example: Oscar Wilde's epigrammatic observation, “In America the young are always ready to give to those who are older than themselves the full benefits of their inexperience”

Telegraphic and epigrammatic are semantically related. In some cases you can use "Telegraphic" instead an adjective "Epigrammatic".
