Faltering
Faltering noun - A state or an instance of temporary inaction because of uncertainty about the right course of action.
Usage example: when it's so clear that this is the right thing to do, there's no excuse for faltering
Waiting and faltering are semantically related. In some cases you can use "Waiting" instead the word "Faltering" as a noun or an adjective.
