Formal adjective - Being in accord with established forms and conventions and requirements (as e.g. of formal dress).
Usage example: formal dress

Form-only and formal are semantically related. In some cases you can use "Form-only" instead an adjective "Formal".

Usage example: a form-only requirement that is usually ignored
