Lay down and Write-in

Lay down verb - To put into effect through legislative or authoritative action.

Write-in and lay down are semantically related. In some cases you can replace phrase "Write-in" with "Lay down", this terms are similar.

Write-in noun - A candidate for public office whose name does not appear on the ballot and so must be written on the ballot by the voters.
