National

National noun - A person who owes allegiance to a government and is protected by it.

Occupant and national are semantically related. In some cases you can use "Occupant" instead a noun "National".

Occupant

Occupant noun - One who lives permanently in a place.
Usage example: the only occupants of that house are an old lady and her cat
