Ragged adjective - Having an uneven edge or outline.
Usage example: the Rocky Mountains cut an angular, ragged profile against the sky, in contrast to the rounded silhouette of the rolling, green Adirondack Mountains
Scraggly and ragged are semantically related. In some cases you can use "Scraggly" instead an adjective "Ragged".
